Important Information and Updates

Supervision to Licensure for IECMH Consultants

ORIMHA is thrilled to announce that Rustie Anderson, MSW, LCSW has been contracted to provide clinical supervision to licensure for IECMH Consultants who may need this. Rustie is qualified to supervise CSWAs (those with an MSW who are working toward clinical licensure aka LCSW), Licensed Professional Counselor (LPC) interns, and professionals working toward Licensed Marriage & Family Therapists (LMFT). Although most RSPs are not yet hiring IECMH Consultants, Rustie is available to you now on a weekly basis to answer your questions about clinical supervision from 12-1p each Friday, starting November 1. And please note that clinical supervision to licensure is not the same as reflective supervision/consultation (RS/C) toward IECMH Endorsement. All IECMH Consultants will be required to participate in RS/C, regardless of degree/discipline. Clinical supervision is being made available to those you may hire who are mental health license eligible and need qualifying supervision hours to become licensed.

Support from ORIMHA: Who does what?

The role of the Central Entity that has been assigned to ORIMHA includes a number of different supports carried out by ORIMHA staff and some consultants/contractors. Which can make it tricky to know who to contact when you have a question.

So what is an RSN?

RSNs are community-driven, collaborative networks that bring together regional partners—including RSPs, Early Learning Hubs, Child Care Resource & Referral agencies (CCR&Rs), Education Service Districts (ESDs), childcare providers, family representatives, and aligned community organizations. Their goal is to enhance support for early learning programs and families. Like all components of ECSEPP, RSNs aim to create an inclusive, equitable system that offers high-quality care for children and supports the well-being of the early learning workforce. You will all soon receive an invitation to an RSN Kickoff Gathering to learn about the RSN implementation process, the available support, and how this aligns with your ongoing work.

Clarifying the Distinction from IECMH Consultation Support

RSN work complements the IECMH Consultation implementation support provided to RSPs. It is regional coordination and planning, focused on what was previously referred to as the "warmline." The intent is to develop a system of support for your region that focuses on coordination, triage, and resource allocation. The content and intent of RSN meetings are distinct from IECMH Consultation CoP meetings.

Additional “On Demand” Support for IECMH Consultation Implementation

As we get closer to June 30, 2025, we recognize that your RSP may need additional supports in finalizing your Implementation Plan. In addition to the two CoPs in November, and the virtual CoP on December 5 and January 9, 2025, Nichole and Sondra will hold “office hours” to answer questions and offer support on December 12 from 9-10 am and January 10 from 9-10 am via Zoom:

We will be meeting as a group two times in November. We will meet virtually on November 7 from 9-11 am via Zoom to present the implementation planning template, introduce some messaging resources, and get your feedback on the IECMH Consultant job description. Heads up that our CoP on March 6, 2025 will be a longer session that will allow us to go deeper as you are moving closer to the end of the fiscal year. We will be virtual for this session, and will meet from 9 am-2 pm via Zoom that day. Be on the lookout for an updated meeting invite for this date.

“Essential elements of infant and early childhood mental health consultation: Inside the black box of preschool expulsion prevention” is a 2024 article authored by researchers from Georgetown University Center for Child and Human Development, Children’s Equity Project at Arizona State University, Child Trends, and Center for Advanced Study of Teaching and Learning at the University of Virginia. The article is not “open source,” i.e., requires a subscription, but here are some key takeaways: 


From the abstract: “An interdisciplinary research team, with support from the national Center for Excellence in IECMH Consultation, led a consensus-building process to identify the essential activities of IECMH Consultation as implemented across settings. The three-stage Delphi Process resulted in a list of five essential elements and 26 activities that define IECMH Consultation and make concrete its emphasis on relationships and equity. This greater clarity around the activities of IECMH Consultation can help inform future research and evaluation, as well as workforce and professional development.”
